Data Analysis for the CAEP Standard 4.1 (Impact on P-12 Learning) and 4.2 (Teacher Effectiveness)
The NJ Department of Education (NJDOE) publicly shares program completers’ teacher evaluation results (from Initial programs) in the aggregate in the annual NJDOE Educator Preparation Provider Performance Report (NJEPPPR). Additionally, the COE makes a special data request for program completer for advanced programs.

The benchmark for the Teacher Evaluation is Effective for the summative score, which includes 1) a Teacher Practice Score; 2) a Teacher Student Growth Outcome (SGO) score, and 3) a Teacher Student Growth Percentile (SGP) score (if applicable). There is no stated individual benchmark for Teacher Practice Score, SGO, or SGP for the NJ Teacher Evaluations. The COE uses Effective as its target evaluation score.

Note 1: NJDOE data are self-reported by districts and only account for program completers who teach in an NJ public school. This data provides a glimpse of the completers as not all program completers are represented in the state's data.

Impact on P-12 learning and development (CAEP standard/Component 4.1) - Only Initial

The COE measures impact on P-12 learning by examining WP graduates’ performance on student achievement sections (SGO and SGP, when applicable) of the New Jersey Teacher Evaluation Reports provided in the NJDOE Educator Preparation Provider Performance Report (NJEPPPR). 

A Student Growth Objective is a long-term academic goal for groups of students set by teachers in consultation with their supervisors. A Student Growth Percentile is a measure of how much a student improves on his or her NJ ASK score (NJ State exam for 4th-8thgrade) from the previous year as compared to students across the state with a similar academic history. Only 4th-8th grade Language Arts or Math teachers with more than 20 qualifying students will receive a SGP score. 

Overall, WP graduates are able to develop and use practical measures of P-12 student learning to demonstrate they have a positive impact on P-12 learning and development. 

Results of Student Growth Objective (SGO) ratings:

The majority of WP graduates were rated Effective or Highly Effective on the Student Growth Objective category of the NJ DOE Teacher Evaluations (from 2017-2019 NJ EPPPR). Table 1 shows the results of the WP graduate performance compared to the state.

  • 2020 results: 88% of WP graduates and 90% of NJ graduates.
  • 2019 results: 94% of WP graduates and 91% of NJ graduates.
  • 2018 results: 91% of WP graduates and 89% of NJ graduates.
  • 2017 results: 53% of WP graduates and 61% of NJ graduates.

Over three years (2017-2019), WP graduates improved their performance on their SGO rating. There was a significant increase in WP graduates’ performance from 2017-2018 reports (53% to 91%). When comparing the 2018 and 2019 results for SGO, WP graduates performed slightly better than NJ graduates. The 2017 report shows that NJ graduates performed slightly better than WP.

Results of Student Growth Percentile ratings (SGP):

Although most of the program completers for the WP and the state are not evaluated in this category, it provides a snapshot of how well WP graduates perform in the grade levels where there is a standardized test. (2020, 89% of the NJ graduates are not evaluated; 2019, 85% of the NJ graduates are not evaluated; 2018, 91% of the NJ graduates are not evaluated; and 2017, 90% of the NJ graduates are not evaluated). 

When comparing the results of WP graduates' SGP performance to NJ graduates, WP graduates trend with the state over the last three years. Below are the results of the WP and NJ graduates who were rated Effective or Highly Effective on the SGP category of the NJ DOE Teacher Evaluations (from 2017-2019 NJ EPPPR).

  • 2020 results: 10% of WP graduates and 11% of NJ graduates.
  • 2019 results: 14% of WP graduates and 12% of NJ graduates.
  • 2018 results: 7% of WP graduates and 10% NJ graduates.
  • 2017 results: 8% of WP graduates and 8% NJ graduates.
